Overview概覽
The Buildings Energy Efficiency Ordinance establishes statutory requirements for the energy efficiency of key building services installations. It came into full operation on 21 September 2012.
《建築物能源效益條例》為主要屋宇裝備裝置的能源效益訂立法定要求，並於 2012 年 9 月 21 日全面實施。
Three requirements三大規定
Developers or building owners should ensure that air-conditioning, lighting, electrical, and lift and escalator installations comply with the design standards of the Building Energy Code.
發展商或業主須確保空調、照明、電力、升降機及自動梯裝置符合《建築物能源效益守則》的設計標準。
Owners, tenants, occupiers and other responsible persons should ensure that the affected installations comply with the BEC when major retrofitting works are carried out.
業主、租客、佔用人及其他負責人在進行主要裝修工程時，須確保受影響裝置符合守則要求。
Owners of commercial buildings, including commercial portions of composite buildings, should arrange an energy audit of the relevant central building services installations in accordance with the Energy Audit Code.
商業建築物（包括綜合用途建築物的商業部分）的業主，須按照《能源審核守則》，為相關中央屋宇裝備裝置安排能源審核。

Sets minimum energy-efficiency design requirements for the four key types of building services installation in prescribed buildings.
為訂明建築物的四類主要屋宇裝備裝置訂定最低能源效益設計要求。
《能源審核守則》
Sets the technical requirements and process for energy audits of central building services installations in prescribed commercial buildings.
訂明在指定商業建築物為中央屋宇裝備裝置進行能源審核的技術要求及程序。
